Will & Carlson Inc. has been in business for more than 25 years. We have primarily represented clients in the 17 western states, dealing with issues on natural resources such as water, energy and agriculture sectors. Our approach for a client, whether promoting a new issue or dealing with matters initiated by others, is to provide analysis; evaluate the potential reaction of Congress, the Administration, and the various competing interests, recommend salable approaches; and develop a strategy for implementation. This includes not only a strategy but also recommendations for regional uses of media and garnering the support of sympathetic local and regional organizations and officials within the client’s locality.
Our philosophy is to focus on the client’s objectives, keeping you substantively involved in all stages of the process and offer our experience and expertise to reach a successful conclusion. We believe that effective Washington representation should go beyond the obvious steps and include coordination and consultation with many Federal, Congressional, and public and private interest group officials whose role may not be readily apparent. This will assure a broader understanding of the matter and avoid surprises, frequently the key to success.
Our owner, Peter Carlson, is a legislative specialist and strategist. He was an independent consultant before his association with Robert Will, our lobbying firm’s principal emeritus. Having arrived in Washington, D.C. in the mid-1970s, he spent the first 12 years of his career with the Environmental Policy Institute/Center. Peter’s current client base consists of water organizations representing rural and urban interests in the Western United States. He has been recognized by various publications throughout the country, such as newspapers, magazines, and books. He has been noted in such books as Cadillac Desert. Peter served as the staff representative for Urban Water on the Federal National Drought Policy Commission from 1998 to 2000.
After 40 years of working on water and energy issues primarily in the West, Bob Will has retired to Southern California. As a lawyer and longtime lobbyist, his experience covered most aspects of governmental consulting with Congress and the Executive branch. Robert represented numerous clients throughout the United States. These included local governmental agencies engaged in water supply, water quality, power, agriculture, sanitation services, flood control, and environmental issues. Prior to coming to Washington, D.C., he was the general counsel for the Metropolitan Water District of Southern California, the largest public agency in the United States responsible for drinking water supplies. Robert now resides in California with his wife, Jean, where he continues to lend his expertise.
